Implications of United Nations Security Council Resolutions 1970

Abstract


The article shows the increasing legislative power of the UN Security Council
over the last two decades, although the doctrine is not unanimous on the issue.
The Council,in itstwo resolutions (1970 and 1973) took new measures,not seen in
previous resolutions. Libya appeared recently before the Human Rights Council
and the report,very good in the eyes of the government,was seriously critized.The
events as of february and the government’s reaction defies the content of the report.
Libya committed flagrant violations of human rights.The Human Rights Council
established a group of experts,which in early June published a detailed report which
testified to grave violations.
